Eastern Cape Liquor Board




The purpose of the Licensing Division is to licence liquor trading in the Eastern Cape Province in accordance with the Eastern Cape Liquor Act, No.10 of 2003. The Licensing Division is led by a Management Team. Its work is conducted by an administrative component, which prepares documentation pertaining to applications received for consideration by the Licensing Committee. This is an internal committee, whose functions are delegated by the Board. The Committee, comprised of Executive Managers, considers applications and makes decisions for ratification by the Board. In order to maintain high ethical standards, all members of the Licensing Committee and the Administration Team are required to follow strict protocols with regard to confidentiality and privacy. Confidentiality and non-disclosure of information undertakings are signed by each official involved in licensing. These undertakings are updated annually. Office of the CEO


The purpose of the Office of the CEO is to provide ethical leadership and governance at ECLB. Cooperation and teamwork must be encouraged through a participative style of management. The Office of the CEO is led by the CEO and supported by the Personal Assistant and the Board Secretary. The CEO directs and controls management operations, management meetings for operational matters, policy formulation, regular periodic reporting and strategic planning processes. The CEO also chairs the Licensing Committee, which is an internal committee, whose functions are delegated by the Board to consider applications and make decisions for final ratification by the Board. The Office of the CEO is responsible for the administration of all affairs of the Board.

Corporate Services


The purpose of Corporate Services is to provide strategic leadership in the areas of Human Resources Management, Corporate Administration and Supply Chain Management in accordance with Labour Relations Act No 66 of 1995 as amended, Employment Equity Act No 88 of 1998 as amended, Basic Conditions of Employment Act No 75 of 1997 as amended and other relevant pieces of legislation. The Corporate Services Division is led by a Management Team and its work is conducted by an administrative component. The Administrative component prepares documentation pertaining to Human Resources Management, Corporate Administration Management and Supply Chain Management. As Corporate Services, we maintain high standards by affiliating to various structures such as the Institute of Personnel Managers, South African Board of Personnel Practice, Labour Wise, South African Reward Association and Fleet Street Publication.



The Finance Division is tasked to ensure that all revenue, expenditure, assets and liabilities are managed efficiently and effectively. Furthermore, comply with section 57 of the Public Finance Management Act, No 1 of 1999 (as amended). The Chief Financial Officer oversees the functioning of the division supported by knowledgeable staff in their areas of expertise. The Finance Division maintains proper records of revenue and expenses whilst also instituting internal controls to ensure effective, efficient, economical and transparent use of financial and other resources within the ECLB. Confidentiality and non-disclosure of information undertakings are signed by each official involved in the execution of their duties. These undertakings are updated annually.

Compliance & Enforcements


The purpose of the Compliance and Enforcement Division is to ensure full compliance of licensed traders in accordance with the Eastern Cape Liquor Act; No.10 of 2003, and to eliminate identified illegal trading in the province. The Division is headed by a Chief Inspector working with a team of eleven (11) inspectors stationed in nine (9) district offices throughout the Province. In the Office of the Chief Inspector there is a Senior Inspector responsible for quality assurance. The main purpose of this function is to ensure that all inspection reports from the districts are properly checked and verified before submitting to the Licensing Division. Inspectors conduct pre-registration inspection to verify whether the applications meet the requirements of the Act, perform compliance monitoring to ensure that licensed liquor traders are fully compliant with the act and regulations as well as enforce of liquor legislation, licence conditions and prosecutions. In order to standardise the work of all inspectors an Inspection Manual has been developed. This seeks to ensure that all inspectors including those from South African Police Services (DPOs) conduct their business in a uniform fashion. To maintain high ethical standards, all members of inspectorate are required to follow strict protocols with regard to privacy and confidentiality. Each official involved in inspection work signs confidentiality and non-disclosure of information undertakings. These undertakings are updated annually.

Information & Communication Technology


The purpose of the ICT Division is to provide efficient and cost-effective ICT systems and services to the ECLB, and to ensure that these are well maintained, functional and current. The provision of services as performed by the ICT Division may be broken down into 4 distinct areas, namely servers and associated services & infrastructure, local and wide-area networks, workstations and associated peripherals, and research, development and deployment of new ICT services and solutions. The ICT Division is responsible for the development and implementation of appropriate internal controls to ensure the appropriate use and availability of ICT services and facilities, as well as effective backup and fail-safe contingencies. The ICT Manager oversees the functions of the ICT Division whilst providing high-level technical support and expertise, and is assisted by an administrator tasked with providing technical services and support.

Social Accountability


The purpose of the Marketing and Communications Division is primarily to educate the public on the dangers of the abuse of alcohol. The ECLB is specifically targeting in-school youth, pregnant women, road users and the general public.The division is also responsible for all internal and external communications, stakeholder relationship management, and retail industry development through facilitating the organisation of liquor traders.


The function of the ECLB is to regulate the registration of retail sales and micro-manufacturing of liquor in the province


Fraud undermines the fight against poverty by putting money that is meant for infrastructure and development into the pockets of corrupt officials. It increases the cost of public services and slows down service delivery to the public.
