Eastern Cape Liquor Board intensifies its fight against alcohol abuse in institutions of higher learning, and will launch Student Ambassador Programme at Walter Sisulu University, Mthatha Campus

 

The Eastern Cape Liquor Board (ECLB) will officially launch Higher Education Student Ambassador Programme at Walter Sisulu University, Mthatha Campus.

 

Mthatha WSU campus has recently been notorious for cases of reckless use of alcohol, especially with the tendency of students who continue to camp across N2 outside Nelson Mandela Drive Campus.

 

The official launch of the Student Ambassador Programme is part of the ECLB’s Higher Education Alcohol Harm Reduction Programme that is currently being rolled out at numerous institutions of higher learning in the province.

 

The programme aims to educate students about the harmful effects of excessive consumption of alcohol, is an extension of the ECLB's current learner ambassador programme. The Programme promotes peer-to-peer education among students, and ECLB seeks to address the growing problem of alcohol use among students in universities and TVET colleges that often affects their academic performance, among other things.

 

Media is, therefore, invited to this significant launch, which will be the first of its kind within the university space.

Eastern Cape Liquor Board to commemorate the Mandela Day at Nomaheya High School in Ngqamakhwe

 

On 29 July 2024, the Eastern Cape Liquor Board (ECLB) will commemorate the Mandela Day at Nomaheya Senior Secondary School in Ngqamakhwe.

 

Nomaheya High School is not spared from the scourge of underage drinking as it is experiencing growing cases of underage drinking. The ECLB will further utilise this initiative as a platform to educate learners about the dangers of underage drinking.

 

The school is one of the oldest schools in the Eastern Cape that has produced myriad of renowned leaders and some of them will join the ECLB in marking the Mandela Day at the school.

 

As part of the initiative, ECLB will donate 200 sanitary towels and 50 pairs of school shoes to deserving learners. This donation is aimed at promoting dignity and supporting the educational needs of the learners.

 

The event is scheduled to take place as follows:

 Eastern Cape Liquor Board (ECLB) will host its second Annual 21KM Underage Drinking Awareness Race with the aim to combat Underage Drinking in the Eastern Cape.

 

 Underage drinking continues to wreak havoc in the Eastern Cape following numerous underage drinking incidents that have been reported across the province, including the emerging repugnant culture of ‘pens down parties’. These parties have commonly been reported in areas such as Buffalo City Metro, OR Tambo (Mthatha area) and Nelson Mandela Bay Metro.

The ECLB is utilising the Race as strategic platform to heighten awareness on the scourge of underage drinking in the province. More than 500 athletes and family members are expected to join the Race, including a huge number of young people that will descend from across the province.

The Race is scheduled to take place 30 June 2024, and will bring together a broad spectrum of runners, fun-walkers, families, and supporters from across the province to rally behind the fight against underage drinking. The Race will incorporate 5KM and 2.1KM to accommodate families who would be interested to participate in the Race.

"We are thrilled to be on the second phase of the 21 KM Race in our endeavour to tackle the scourge of underage drinking, by working together with several stakeholders so we can collectively make a meaningful contribution in transforming lives of young people and promoting a safer and healthier community for all," said ECLB CEO, Dr Nombuyiselo Makala.

Eastern Cape Liquor Board to launch Alcohol Harm Reduction Programme at Eastcape Midlands TVET College in Uitenhage
 
The MEC for Economic Development, Environmental Affairs and Tourism, Honourable Mvoko and Eastern Cape Liquor Board (ECLB) CEO Dr Makala, will officially launch the inaugural Higher Education Alcohol Harm Reduction and Students Ambassador Programme at Eastcape Midlands TVET College in Uitenhage on 22 May 2024.
 
As part of the launch, ECLB will also introduce and induct student ambassador programme, which is the extension of the existing learner ambassador programme that is currently being rolled out at Eastern Cape high schools. The Student Ambassador Programme is aimed at alleviating the scourge of alcohol abuse within the higher education sector and further to promote peer-to-peer education on among students.
 
ECLB has learnt with concern that Eastcape Midlands TVET College is experiencing high rate of alcohol consumption among its students, and as a result the entity took a decision to target this College with its Alcohol Harm Reduction Campaign.

CALL FOR NOMINATIONS TO SERVE ON THE AUDIT COMMITTEE OF THE EASTERN CAPE LIQUOR BOARD

The entity wishes to invite nominations for the appointment to the Audit Committee in terms of section
77 of the Public Finance Management Act No. 1 of 1999. There is a vacancy with effect from 01
October 2024 in the ECLB Audit Committee that needs to be filled to assist the entity to comply with
the PFMA and related legislative framework.


Requirements: Nominees must be in possession of a relevant three-year and post graduate degree/
qualification in Accounting and/or Auditing, Financial Management, Administration or Law. A CA/CIA
qualification will serve as an advantage.
Experience and Skills: Public sector experience ●Corporate governance & financial management
experience ●Understanding of the role of the public entity Boards ●Experience in risk management
practices ●Understanding of internal controls ●Understanding of accounting practices and reporting
requirements in public sector ●Understanding of the PFMA, Treasury Regulations, GRAP and related
legislation governing public entity administration ●Understanding the role of internal and external
auditors ●Understanding Public Service Regulations framework. ●Knowledge and understanding of
King IV Report on Corporate Governance. ●Well-developed business acumen and leadership skills.
●Excellent communication skills (verbal and written).
The Audit Committee shall meet at least once a quarter to regulate and discharge its
responsibilities as contained in the charter outlining its formal terms of reference. The
responsibilities of the Audit Committee include to review, inter alia, the following: The
effectiveness of the internal controls including computerised information systems control
and security, the quality of financial and other management information produced to ensure integrity
and reliability, as well as any related significant findings and recommendations of internal and
external auditors, together with Management’s responses thereto ● The effectiveness of the internal
audit function ● The risk areas of the entities’ operations to be covered in the scope of internal and
external audits ●The adequacy, reliability and accuracy of the financial information provided to
management and other users of such information ● The entities compliance with legal and regulatory
provisions ● The activities of the internal audit function, including its annual work programme,
coordination with the external auditors, the reports of significant investigations, etc.

Term of office and remuneration: The term of appointment is for a 3-year period. Members of the
Audit Committee are remunerated in terms of the tariffs that have been set by the DEDEAT for the
ECLB.
